Terry G. Edwards
Director, Air Force Center for Engineering and the Environment
Terry G. Edwards, a member of the Senior Executive Service, is Director, Air Force Center for Engineering and the Environment, Lackland Air Force Base, Texas. In that capacity he guides nearly 600 people at the center in managing the Air Force’s military and housing construction, environmental restoration programs and military family housing privatization program. The center’s other responsibilities include pollution prevention, resources conservation, and planning and architectural design.
Mr. Edwards began his Air Force career as a civil design engineer after being commissioned through the Officer Training School program in 1984. In 1994, Mr. Edwards left active duty service and continued his career with the Air Force as a member of the civil service. He retired from the Air Force Reserve in 2005. He has held several positions at AFCEE at the branch and division level, and most recently served as chief of the Capital Investment Execution Division before a short stint as AFCEE’s acting civilian deputy director prior to being named director.

Lieutenant General Michael Ferriter

LTG Ferriter was commissioned as a Second Lieutenant in the Infantry in May 1979 upon graduation from The Citadel, Charleston, SC.
His assignments include Platoon Leader, 2nd Battalion, 16th Infantry (Mechanized), Fort Riley, KS; Commander, C Company (Airborne), 6th Battalion, 327th Infantry Regiment, Fort Wainwright, AK; and Commander, B Company, 2nd Battalion, 75th Ranger Regiment, Fort Lewis, WA. General Ferriter's other command and staff assignments include S3 (Operations), 4th Battalion (Mechanized), 23rd Infantry, 9th Infantry Division, Fort Lewis; S3 (Operations), 3rd Battalion, 75th Ranger Regiment, S3 (Operations), 75th Ranger Regiment, Fort Benning; Commander, 2nd Battalion, 504th Parachute Infantry Regiment, 82nd Airborne Division, Fort Bragg, NC; Commander, 3rd Battalion, 75th Ranger Regiment, Fort Benning, GA; Commander, 11th Infantry Regiment, Fort Benning; Assistant Division Commander (Operations), 82nd Airborne Division, Fort Bragg.
His combat tours include Operation Restore Hope in Somalia with the 3rd Battalion, 75th Ranger Regiment and two tours in Iraq as Deputy Commanding General (Operations), Multi-National Corps, Iraq, and one tour as Deputy Commanding General (Advising and Training), United States Forces – Iraq.
He served as the Executive Assistant to the Commander and later the Director for Operations, J-3, United States Joint Forces Command, Norfolk, and Deputy Commanding General for Operations, XVIII Airborne Corps and Fort Bragg. He recently commanded the US Army Infantry Center and the Maneuver Center of Excellence at Fort Benning, GA.
His military education includes the Infantry Officer Basic and Advanced Courses, United States Army Infantry School, Fort Benning, GA and the U.S. Army Command & General Staff College, Fort Leavenworth, KS.
He holds a Bachelor of Science in Business Administration from The Citadel, a Master of Science in Administration from Central Michigan University, and has served as a Senior National Defense Fellow at The Fletcher School of Law and Diplomacy at Tufts University, Medford, MA.

Joseph F. Calcara
Deputy Assistant Secretary of the Army (Installations and Housing)

As Deputy Assistant Secretary, Mr. Calcara serves as the senior career person within the Army Secretariat responsible for the Army’s worldwide installations and housing structure, with a replacement cost estimated at $251 billion. He provides policy, program direction, and handles political issues involving Administration, Congressional, State and local officials for all Active Army and Reserve Component facilities. He oversees the execution of key Army engineering; housing; construction; real property acquisition, management and disposal; and base realignment and closures. He represents the Secretary of the Army in communications with industry, the public, and the media on installations and housing programs.
Prior to his appointment as the DASA(I&H), Mr. Calcara concurrently served as the Director of Real Estate and Chief of the South Pacific Division Regional Integration Team at Headquarters, U.S. Army Corps of Engineers since March 2006. As Director of Real Estate, Mr. Calcara was responsible for program execution, policy and technical expertise in the areas of realty acquisition, asset management, and property disposal support for 24 million acres of Army-controlled land and improvements. As Chief, South Pacific Division Regional Integration Team, he managed a multi-functional organization charged with integrating regional products and services, and establishing and maintaining relationships at the national level for over $1.5 billion of annual civil works, military construction, and environmental projects in a 10-state area spanning from California to the Rockies.
From 1983 to 2006, Mr. Calcara was with the Navy supporting global shore installation management, products and services for real estate; mechanical engineering and design; housing; asset privatization initiatives; base closure and realignment; military construction; and sustainment, restoration and modernization program management. He served with the Naval Facilities Engineering Command at its Headquarters in Washington, D.C., and their component commands at Pearl Harbor, HI, San Diego, CA, and Philadelphia, PA, and in the Office of the Assistant Secretary of the Navy.

Deborah H. Reynolds
Acting Director, Installation Services Directorate
In June 2011, Ms. Reynolds was appointed as the Acting Director of Installation Services, Office of the Assistant Chief of Staff for Installation Management, where she is charged with developing and overseeing Army-wide execution policies and strategies for a host of installation services in support of Soldiers and their Families.

Master Chief Michael P. Leavitt
Master Chief Petty Officer of the Coast Guard
Master Chief Michael P. Leavitt assumed his duties as the eleventh Master Chief Petty Officer of the United States Coast Guard on May 21, 2010. As the senior enlisted advisor to the Commandant, Master Chief Leavitt advises him on enlisted workforce policies, advocates for military benefits and entitlements, is the senior enlisted mentor, and acts as the sounding board for select enlisted administrative actions. Master Chief Leavitt also devotes much time traveling throughout the Coast Guard observing training and communicating with Coast Guardsmen and their families.
At the time of his selection as the eleventh Master Chief Petty Officer of the Coast Guard, Master Chief Leavitt was the Senior Enlisted Advisor to the Deputy Commandant for Operations at Coast Guard Headquarters in Washington, DC. Previous operational duties include Officer in Charge of Coast Guard Cutter POINT DORAN in Everett, WA; Officer in Charge, Station Maui, HI; Officer in Charge, Station Hatteras Inlet, NC; Officer in Charge, Station Ocracoke, NC; Officer in Charge Station Humboldt Bay, CA; Officer in Charge Station Tillamook Bay, OR; Officer in Charge, Station Cape DIlwaco, WA; Executive Petty Officer, Coast Guard Cutter KANAWHA, Pine Bluff, AR; Executive Petty Officer, Station Siuslaw River, OR; crewmember, Coast Guard Cutters BOUTWELL, Seattle, WA and NAUSHON, Ketchikan, AK; and a crewmember at Stations Coos Bay, OR, and Station Umpqua River, OR.

He has also earned a permanent Cutterman insignia, Surfman insignia, Boat Forces Operations insignia, and both Command Afloat and Ashore devices.
A native of Fruitland, Idaho, Master Chief Leavitt holds a Bachelor of Science Degree in Business Administration and a Master of Arts Degree in Training and Education. He is also a graduate of Chief Petty Officer Academy Class 34.

SES David R. Clifton
Deputy Assistant Deputy Commandant (Facilities), Installations and Logistics Department
Mr. Clifton is currently assigned as the Deputy Director of the Marine Corps Facilities Division and Deputy Commander, Marine Corps Installations Command.
From May 2010 till June 2011, Mr. Clifton served in NATO Training Command, Afghanistan as the Chief Advisor for Ministerial Development to the Ministry of Interior, Kabul, Afghanistan. .
From 2004 to 2010, Mr. Clifton served as the Director of the Marine Corps Business Enterprise Office (MCBEO). The MCBEO is charged to coordinate performance improvement necessary to support war fighting excellence – while optimizing Marine Corps financial resources.
Mr. Clifton was appointed to the Senior Executive Service on 6 February 2004.
From 2002-2004, Mr. Clifton served as the Director, Installation Reform Division, HQMC and led efforts to improve performance, process, and cost management at 22 USMC installations worldwide.
From 1998-2002, Colonel Clifton established and implemented the USMC A-76 Program and the Marine Corps Activity Based Cost Management System. He received the 2004 International Bonsack Award for his work in Cost Management.
From 1995-1998, Colonel Clifton served as G-8, Marine Forces Pacific, where he was responsible for resource management of operating forces (ground and aviation) and installations in the Pacific region.
Mr. Clifton has served the Marine Corps for 39 years, including 29 years active duty, retiring as a Colonel of Marines. Active duty assignments included: artillery officer, maintenance management officer, coordinator of USMC matters with Congressional Appropriations Committees, coordinator of the DoD Program review process in the Office of Program Analysis and Evaluation, battalion commander, installation commander, and Comptroller.
Mr. Clifton graduated with a bachelor's degree in English from the Citadel and holds a master’s degree in human resources management from Pepperdine University, a master’s of business administration from the University of New Orleans, and a master’s of science in national security resource management from the Industrial College of the Armed Forces.
