DEPARTMENT OF THE NAVY NON-APPROPRIATED FUNDS FLEET & FAMILY READINESS PROGRAM VACANCY ANNOUNCEMENT # ABH-08-002 POSITION: Housing Management Specialist,
NF-1173-04
SALARY: $25.00 to $35.00 PH

DUTIES AND RESPONSIBILITIES:
Manages the daily operations of a 201-500+ room unaccompanied housing program. Performs a full range of supervision to include training, planning, work direction and administration for the facilities management staff. Ensures assignments are carried out in accordance with established policies and procedures through inspection of facilities. Evaluates management, maintenance, and operating costs; prepares statistical data; develops information that includes current and past expenditures and estimates of future costs by type of housing and functional budget code; and develops rationale for justification of line items or areas of housing budget proposals. Develops standard operating procedures for all facility management functions and ensures that they are followed. Assists in the preparation, justification, execution and monitoring of the annual non-appropriated and appropriated fund budgets. Receives items and conducts proper inspection and acceptance procedures. Investigates and prepares reports for staff mishaps/accidents. Evaluates performance, recommends awards and/or corrective/disciplinary actions. Interviews and recommend applicants for selection or promotion. Performs other related duties as assigned.

QUALIFICATIONS:
A combination of experience and education is required. The incumbent must
have a minimum of 5 years experience in a position related to facility management with at least 3 years supervisory experience. Must possess knowledge of Navy lodging policies and standards including safety, environmental and fire prevention regulations and practices. Must understand the daily operation of a hotel and have a working knowledge of computer software. Must possess basic math and reading skills, and must be able to communicate clearly and effectively both verbally and in writing with management, staff and guests. Knowledge of agency management procedures and general business practices related to the management and utilization of government housing facilities and quarters.

Housing Management Specialists Positions at Fort Huachuca

Fort Huachuca is in the due diligence phase of the family housing privatization process. Because of hiring constraints and retirements, the housing operation currently has no Family Housing or Unaccompanied Personnel Housing Chief. In order for the Housing Division Chief to be able to concentrate all efforts on the privatization process, the Garrison commander has authorized the recruitment of these two critical positions as term employees pending the final determination of residual staffing for the RCI Office, Housing Services Office, and Unaccompanied Personnel Housing Office under centralized barracks management. The official announcement has not been posted by CPOC yet but should be after all documentation and approvals are complete. Both announcements will be for Housing Manager, the Family Housing Chief will be announced as a GS-1173-12 position, the UPH Chief as a GS-1173-11. Combined Bachelor Quarters Manager-Guantanamo Bay Cuba

DESCRIPTION: Combined Bachelor Quarters Manager who shall have authority and responsibility for assuring performance objectives and standards to be identified, are met.
