SECTION 1. The name of this Association shall be the “Professional Housing Management Association” which shall be an international association.
SECTION 2. The abbreviation “PHMA” may be utilized on financial or contractual documents to represent the Association. When used with the approved logo, it may be utilized by members on personal items.
SECTION 3. Headquarters for this Association, hereinafter referred to as the Central Office, shall be located at 154 Fort Evans Rd NE, Leesburg, VA 20176, or as established by the Executive Council.
SECTION 4. The Purpose of PHMA is to fulfill the Vision, Mission, and Objectives as described in Article II.
SECTION 1. The PHMA Vision is to serve as a catalyst in inspiring housing professionals and their organizations to build and revitalize for the future. We improve our world by committing and channeling the talents and energies we possess to provide outstanding communities and housing services for all the members of the Armed Forces and their families.
PHMA will achieve this vision by providing the highest quality training and professional opportunities for its members. The membership in return shall dedicate their knowledge and job skills to ensuring our customers, military members and/or their families are provided only the highest quality service and housing.
This Vision is people oriented. Simply put, it means that we stake our future on our people: our leadership, our staff, our customers: both the people who provide housing and services to our military personnel and/or their families, and to the military members and/or families themselves. Rather than only directing people in accordance with rules and regulations, our objective is to create an environment that will allow our customers to apply their focus and full resources to the accomplishment of the job.
SECTION 2. The Mission of PHMA is to contribute towards better quality housing and housing services for our military members and their families by continuously raising the level of proficiency and professionalism within the Military Services’ housing profession. PHMA achieves its mission through improved communications and networking; education and training; certification; and professional recognition.
SECTION 3. The objectives of the Association shall be as follows:

To support the housing, lodging and Unaccompanied Personnel Housing (UPH) policies and operating directives of the Military Services. |

To provide and/or to ensure the development and provision of quality housing management training programs. |

To be the certifying authority for housing specific certification programs in partnership with industry-recognized private sector organizations. |

To administer other certification programs as may be deemed appropriate. |

To publish a professional periodical to provide and share information to enhance the quality of available housing services, and to make known the views of the Association and its members. |

To operate and maintain an Internet Web site which compliments our periodical
and provides more opportunities for contact with our members and customers. |

To provide recognition for professionalism in both housing management and
service to PHMA through annual awards. |

To provide a scholarship program to be called the PHMA Scholarship Program which is awarded on merit to both immediate family members of our membership to further their formal education and to members working in housing to assist in developing, maintaining, enhancing, and advancing their professional status. |

|
To charter and set standards for local Chapters of this Association. |

|
To promote ideas and concepts for the improvement of housing management in the Federal Service to Government officials, organizations, legislative bodies, and the private sector. |
